European virtual cards: five-region comparison, fees and selection

Pikabao European local segments are available for selection at issuance. Compare payment requirements across the US, Hong Kong, Japan, Singapore and Europe, checking acceptance, eligibility, authentication and actual fees. Canadian and Australian scenarios depend on product rules; a local segment for every country is not promised.

Europe and other issuing regions: payment details and currencies

Pikabao provides payment details (card number, CVV, expiry date, address, postal code, name) without a physical card. European and other regional guidance distinguishes issuing countries, merchant requirements and currencies; issuance establishes neither residency nor platform eligibility.

Distinguish the EEA from the UK, and check Canada, Australia and New Zealand by product. EUR, GBP, CAD, AUD or NZD pricing and billing do not establish local issuance, nor does issuance guarantee that currency or fewer conversions.

PSD2 and SCA: authentication by transaction direction

PSD2 is the EU payment-services framework; SCA means strong customer authentication. For cross-border payments, check issuer and acquirer locations rather than merchant names, checkout currency or card labels.

EEA → EEA

Within the EEA

Both issuer and acquirer are in the European Economic Area (EEA). Check authentication using transaction type, SCA rules and applicable exemptions.

Non-EEA → EEA

Overseas card at an EEA merchant

A non-EEA issuer is not directly subject to PSD2; the EEA acquirer must support accepting SCA. This does not establish a blanket authentication exemption.

EEA → Non-EEA

EEA card at an overseas merchant

The EEA issuer retains authentication duties for its part of the transaction; it assesses cases where an overseas acquirer cannot technically support SCA.

UK

UK-related payments

The UK is not part of the EEA. Check UK regulatory rules and transaction conditions separately when a UK issuer or acquirer is involved.

Before making a payment

Identify the transaction direction, then check the segment’s supported authentication channels and merchant prompts. Authentication may be frictionless or require cardholder action. One-leg-out is not a blanket exemption; neither a US nor a European card guarantees exemption.

Regional digital subscriptionsCheck official methods, billing and eligibility for the account region; regional alignment alone does not establish mandatory European issuance.
Local retail and softwareCheck card types, issuance restrictions, authentication and recurring payments against current segments.
Business purchases and expensesCheck business documents, merchant bills and segment purpose separately; a virtual card is not a business account or proof of eligibility.
EUR / GBP ordersCompare order and billing currencies, network rates, merchant DCC and cross-border fees; local issuance does not guarantee one fewer conversion.

Canada and Australia: regional requirements and costs

Check product requirements

Filter for local issuance when explicitly required. Account region, residence, issuing region and billing currency are separate checks.

Check authentication and funds

Confirm the selected segment’s authentication methods, bill amount, holds and read-only limits. Issuance is not guaranteed merchant acceptance.

Compare actual costs

Compare transaction and card billing currencies, network rates, merchant DCC quotes and applicable cross-border fees. BIN region does not establish the lowest cost.

This page makes no market-wide acceptance claim for Canadian or Australian merchants. Conversion for CAD or AUD orders depends on order, billing and clearing terms, not a US or local BIN alone. Local segments absent from the issuing page are not promised here.

Five issuing regions and shared payment checks

Check issuing-region restrictions first, then compare card type, account eligibility, authentication and actual fees. These five groups identify issuing regions, not cardholder residence or approval-rate rankings.

Shared requirements for six scenarios

AI subscriptions and API

Supported regions, card types and separate billing flows

Apple regional products

Regional payment methods, accurate billing and product eligibility

Netflix and streaming

Market card acceptance, virtual cards and recurring payments

Advertising

Segment advertising acceptance, billing thresholds and authentication

Local shopping and SaaS

Card types, holds, clearing currency and fees

PayPal binding

Account region, segment acceptance and verification

These checks apply across all five issuing-region groups; they do not establish guaranteed acceptance or the lowest costs. If local issuance is explicitly required, filter by region before checking the remaining requirements.

SCA exemptions and out-of-scope transactions

Low-value exemption

Transactions up to €30 may qualify. Check issuer implementation of the cumulative €100 or five consecutive transactions conditions since the last SCA. Being within a threshold guarantees neither exemption nor authorization.

Merchant-initiated transactions (MIT)

MIT with valid authorization and correct classification may be outside SCA’s scope, not an exemption within scope. Later charges may still require renewed authorization or authentication, or be declined.

Trusted beneficiary lists

Handled under the rules by a supporting payment-service provider. Creating or changing a list requires authentication; later exemption depends on implementation and transaction conditions.

RTS (EU) 2018/389: Articles 13 and 16 · EBA cross-border SCA clarification

These conditions do not guarantee exempt renewals, first-attempt approval or acceptance of low-value payments. Check authentication and final authorization separately using current merchant prompts and card records.

European segment availability, fees and issuance

European local segments are available for selection at issuance, alongside US, Hong Kong, Japan and Singapore segments. Check current countries, networks, purposes, billing currencies and authentication; a local segment for every country is not promised.

FeeRate and details
Issuing feeFrom $1, one-time; check the selected segment before submitting
Monthly / annual fee$0, no monthly or annual fee
Account-deposit fee$0; minimum USDT account deposit $20
Card-funding fee3%, calculated on the card-funding amount

Example: crediting $20 to a card incurs $0.60 in funding fees, deducting $20.60 from account balance. A new card also incurs its one-time issuing fee. Account balance and card funds are separate; this example is not a universal minimum spend. Confirm current fees before submitting.

Complete identity and account checks

Submit accurate information and follow current review and document requests. A two-step verification tool is not identity verification.

Deposit to account balance

Check the USDT network and address, confirm credit, and budget for issuing and card-funding fees.

Select a segment and fund the card

Check region, network, purpose, fees and read-only limits. Review issuing status and payment details, then fund the actual bill.

Choose a European or other segment by merchant requirements

Complete verification, select a segment and arrange funding; ask support if requirements are unclear.

Card management and selection boundaries

Separate account balance and card funds

After an account deposit, fund the card intended for payment. Check available card funds and holds; consider an extra $1–3 for the actual bill. This is not a fixed fee or charge on every transaction.

Read-only limits; no guaranteed risk isolation

Funding does not increase transaction limits, which users cannot adjust. Separate cards help reconciliation and funding, but accounts, merchants and segments may remain linked.

Idle cards and card slots

Idle cards are not automatically closed. Standard users may hold up to 5 unclosed cards; approved advertising users up to 30. Frozen, idle and inactive cards count until closure completes.

Expiry and renewals

A reminder is sent one week before expiry. Replace cards and update saved merchant payment details as needed; recheck renewal amounts, holds and authentication.

Payment-tool boundaries

Virtual cards provide no credit facility, receiving account or ATM withdrawals, and establish neither residency nor platform eligibility. Retain specific errors and records rather than making blind repeated retries.

Frequently asked questions

Is a European virtual card the same as a card billed in EUR?

No. European issuance and EUR or GBP billing are separate attributes; check the country and card details. The UK is not part of the EEA. A European BIN establishes neither European residency, platform-user status nor account eligibility.

Are European cards more likely to pass on European websites?

There is no general ranking. Check accepted card types, issuance restrictions, eligibility, authentication and funds. SCA may be frictionless or require cardholder action. A European card does not establish greater friction, and a US card guarantees neither exemption nor higher approval rates.

What is one-leg-out?

Here it means a cross-border payment with only one of the issuer and acquirer in the EEA. Check authentication duties for the EEA issuer or acquirer’s part of the transaction; it is not a blanket exemption. Check UK-related payments under local rules separately.

Must I use a local card for payments in Canada or Australia?

Use product-specific requirements rather than a market-wide assumption. Local pricing, merchant location or account region alone does not establish mandatory local issuance. Check card types, issuance restrictions, eligibility, authentication and CAD or AUD clearing costs before comparing available segments.

Does every subscription renewal require 3DS?

Not necessarily. Qualifying merchant-initiated transactions (MIT) may be outside SCA’s scope, which differs from exemptions within scope. Valid authorization and correct classification are required. Later payments may still require authentication or be declined after an initial payment, detail changes or card replacement.

What should I check after a payment to an EU merchant is declined?

Review merchant errors, card records, funds and holds, then issuance restrictions, eligibility and authentication results. Authentication and payment authorization are different stages. One-leg-out status or code delivery alone does not establish that a payment should pass.

Does Pikabao offer European or other regional cards?

European local segments are available for selection at issuance, alongside US, Hong Kong, Japan and Singapore segments. Check current countries, networks, purposes, fees, read-only limits and authentication channels on the issuing page. Canadian or Australian scenario guidance does not promise a local segment for every country.

Which issuing-region segment should I choose?

Filter by the product’s explicit issuing-region requirements, then check card type, eligibility, billing, authentication and actual fees. Without local restrictions, still check the current segment’s acceptance conditions; do not assume a US BIN covers every need. European segments are selectable directly, with countries and authentication shown in current options.

Choose a European or other regional segment by payment requirements

Issuing fees start at $1 with no monthly or annual fee. Check current regions, purposes, fees and authentication, complete verification and fund the actual bill.
