About PIKABAO: our mission and the compliance chain
PIKABAO provides virtual card services to users worldwide: registration, identity verification, funding, card issuance and card management all happen on the site; users in mainland China are outside the service area. Cards are issued by licensed upstream partners; PIKABAO itself is not a financial institution, and clearing and settlement run through the Visa and Mastercard networks.
Service scope and who does what
PIKABAO Virtual Credit Cards is a virtual-card service platform for Chinese-speaking users, not a bank or financial institution, and does not issue cards itself. Use the relevant entry points for registration, checks, funding, issuance and management; merchant acceptance remains subject to merchant rules.
The platform, issuer, network and merchant have different roles. Business registration is not a substitute for financial licensing; card capability, authentication and acceptance are not determined by the platform alone.
Who every payment passes through: a five-layer chain
Account operations, issuance, transaction processing and merchant services are separate stages. Check each role and distinguish operational workflows from institutional or fund arrangements requiring documents.
| Layer in the chain | Who it is | Role |
|---|---|---|
| ① User / account | You (after completing identity verification) | Submit identity information to verify your identity, then pre-fund via USDT top-up |
| ② PIKABAO (this platform) | Pikabo Technology Co., LIMITED | Encrypted storage of verification materials, reconciliation, risk control, support and account management |
| ③ Upstream licensed issuer | Our licensed issuing partner | Actually issues the virtual Visa / Mastercard cards |
| ④ Card network | Visa / Mastercard | Completes clearing and settlement of payments |
| ⑤ Merchant | ChatGPT / Netflix / Facebook ad accounts, etc. | Receives the payment and decides whether to approve based on its own risk rules |
Each layer carries its own compliance responsibilities, and PIKABAO does not skip any layer — that's the foundation for long-term stable operation, and it's the answer to "why we don't offer anonymous cards". Layer ③ defines the card's capability boundary; layer ⑤'s risk rules decide whether an individual transaction goes through. Neither is decided by the platform alone.

Service work and support responsibilities

Product operations
Use issuance, funding, viewing and management entry points and check current options.
Transaction checks
Match merchant orders, authorizations, settlement and fund states without inferring causes from one symptom.
Data review
Prepare identity, source-of-funds and purpose evidence under applicable policies and redact sensitive content.
User support
Submit issues officially and use the original record for evidence and follow-up.

Balance return paths
Money in your account is not locked in. Getting it back doesn't require closing your account first:
| Method | When to use | How funds arrive |
|---|---|---|
| Balance withdrawal | Want to withdraw part or all of your account balance and keep using the account | Flat $3 fee per withdrawal, no need to close the account; this $3 covers the on-chain miner fee (Gas) collected per withdrawal by the platform, not a platform service fee |
| Card cancellation | A card is no longer needed and you want the balance on it back | Cancellation is free; the card balance is returned to the account in full, typically within 1–2 hours |
| Account closure | Done with the platform and want a one-time settlement | Cancel each card first, settle the balance, then the account closes; on-card balances are returned to the account the same way |
For the full rules on what's refundable, the cooldown period and edge cases, see the refund policy; for freezing and cancelling cards, see how to freeze and unfreeze a virtual card.
What we don't do
Use accounts and cards only for purposes permitted by the terms and merchant requirements, with genuine personal data.
- No cash-out schemes. Virtual cards can't be cashed out to domestic bank cards, gray-market and black-hat payments aren't served, and violating accounts are frozen immediately.
- No anonymous cards. Cards that need "no identity verification" look convenient, but they leave the user with zero compliance protection.
- Not a financial institution. Issuance, clearing and FX settlement sit with the licensed parties and the card networks; we don't do it, and we're not qualified to.
- No "100% approval" promises. Whether a payment succeeds depends on merchant risk control, card BIN, billing address and device environment together. What we provide is tested data and configuration methods, not a guarantee — see the overseas platform payment compatibility reports.
Payment details and service responsibilities
PIKABAO Virtual Credit Cards provides online payment details: card number, CVV, expiry, address, postal code and name, without physical cards. Payment tools and merchant-account eligibility are separate conditions.
Platform operations
Use the relevant entry points for registration, identity checks, deposits, issuance and card management. Account funds and each card’s funds are separate; an account deposit does not fund a card automatically.
Merchant services
The merchant handles delivery, subscription activation, taxes, cancellation and merchant refunds. After a card charge succeeds, still check order status and delivery.
Usage boundaries
Issuing region and network do not establish residency, change merchant terms or guarantee acceptance. Segment transaction limits are read-only and do not increase with funding.
Fees and rules to check before use
Check the operator, fees, fund-return conditions and support channels separately. Business registration is not a financial licence, regulatory endorsement or fund guarantee.
Review the relevant product
Compare network, issuing region, authentication and current issuance options for the intended merchant. A BIN is not a universal payment guarantee.
Check total outlay
Separate card funds from issuing and funding fees. An optional $1–3 buffer for the actual bill is not a fixed fee.
Keep the applicable rules
Keep the fee breakdown, policy version and transaction record applicable when acting. Check discrepancies through official support rather than community screenshots.
Frequently asked questions
Is PIKABAO a financial institution?
No. PIKABAO is a virtual card product provider for Chinese-speaking users, operated by Pikabo Technology Co., LIMITED. Issuance, clearing and settlement of virtual cards are done by the upstream licensed issuer and the card networks; the platform takes no deposits, and account balance is a prepayment for services.
Which company operates PIKABAO Virtual Cards?
Pikabo Technology Co., LIMITED, registered in the Hong Kong SAR of China, business registration number 76366002. Full registration details and the official lookup entry are on the compliance information page, so you don't have to take About PIKABAO Virtual Credit Cards's word for it.
Who issues the cards?
The upstream licensed issuer provides them through the card networks' issuance channel; the platform offers the frontend for card issuance, top-up, balance allocation and card management per upstream rules. The platform doesn't issue cards itself — issuance and clearing are handled by the upstream institution.
Is identity verification required to open a card?
Yes. You need to complete identity verification once before your first card: submit identity details such as your name and ID number on the issuance page, and after approval you can continue. Registration itself only needs an email address; identity verification happens before card issuance.
Is account balance a deposit?
No. Account balance is a prepayment for card services, not a deposit, and earns no interest. Unused amounts can be refunded under the refund policy.
Can I get my money back? Is closing the account required?
Yes, and you don't need to close the account first. Balance withdrawal costs a flat $3 per withdrawal and the account stays active; if you're sure you're done, you can also close the account by cancelling each card first and settling the balance. See the refund policy for the full rules.
Can I open HK / JP / SG cards now?
Yes. HK / JP / SG local BIN ranges are live and selectable at issuance; European local BINs aren't open yet and await the upstream licensed issuer's backend enablement. For now we focus on Visa / Mastercard cards with US BINs; see each region's card page for current boundaries.
Where can I verify the fees?
The pricing and fee details page is authoritative: card issuance from $1, account top-up $0, card top-up 3%, refunds flat $3, with no monthly or annual fee.
Check cards and fees for your purpose
Confirm the two things your target merchant requires — the card network and the billing-address region; then run the cost calculation on the pricing page, and once confirmed, enter the card issuance flow.
