1. Operating Entity and Scope of Services

This service is operated by Pikabo Technology Co., LIMITED, incorporated in the Hong Kong Special Administrative Region of the People's Republic of China, with Business Registration Number 76366002. Its registration details can be verified on the Compliance Information page. The platform provides card issuance, top-up, balance transfer, card management and transaction-history queries. Virtual cards are issued by licensed upstream card issuers through card networks, and the usable BIN ranges are determined in accordance with their rules.

2. Accounts and Prerequisites for Use

Information Required for Registration and Card Issuance

  • Registration requires an email address; no identity documents are required at the registration stage.
  • Applying for a card requires you to provide identity information, including your name, ID number and basic details; the site does not require you to upload a photo of your ID.
  • An account can hold up to 5 cards.
  • The account is for your personal use only, and you are responsible for all activities carried out on your account.

3. User Responsibilities

  • Truthful information: The name and ID number provided when applying for a card must be true, valid and your own.
  • Account security: Keep your password, email and login devices secure, and do not lend or transfer your account to others.
  • Lawful use: Use the card only for lawful personal purchases, subscription payments and cross-border payments.
  • Cooperation with review: When the platform or the issuing institution makes a reasonable request, provide an explanation of the source and purpose of the funds.

4. Prohibited Uses and Consequences of Violations

  • Cashing out or converting the card limit into cash.
  • Making or receiving payments on behalf of others, or using the account to relay funds.
  • Applying for cards using another person's identity information, or operating accounts on behalf of others.
  • Transactions in illegal or restricted categories, including gambling, pornography, drugs, weapons and cryptocurrency trading.
  • Filing fraudulent disputes, engaging in malicious chargebacks, or conducting unauthorized scanning or API calls against the platform.
If any of the above uses occur, the account and cards will be restricted, and violating transactions may incur penalties from the issuing institution. If you disagree, you may submit an explanation and supporting evidence.

5. Fees and Charges

Fee Items and When They Are Collected

Fee itemRateWhen charged
Card issuance fee$1 and up, priced by BIN rangeCharged per card at issuance
Account top-up$0No fee when funds enter the account
Card top-upFlat 3%, no tiersCharged when transferring from the account balance to the card

Monthly and annual feesNoneNot charged

Changes to fees will be announced in advance via in-site notifications, and completed transactions will not be retroactively charged. The $3 for a refund is not a service fee charged by PIKABAO: it is collected by the platform on a per-transaction basis to cover the network fee (Gas) for the on-chain transfer. For the full calculation, see Fees and Charges.

6. Nature of the Account Balance and the Card Balance

The Difference Between the Two Balances and How to Withdraw Them

  • The account balance is a prepayment for card services, used for card issuance, balance transfers and platform fees; it is not a deposit or electronic money, does not constitute an investment, and the platform pays no interest on it.
  • The card balance cannot be withdrawn directly off-site: first cancel the card (the balance is fully returned to the account balance, free of charge), then initiate a refund from the account balance (at a flat fee of $3).
  • For the fee treatment of the two balances, see Account Balance and Card Balance.

7. Service Availability, Account Termination and Limitation of Liability

The platform aims to operate 24/7 but does not guarantee uninterrupted service; scheduled maintenance will be announced in advance, and the platform shall not be liable for interruption caused indirectly by failures of upstream institutions or networks. To the extent permitted by applicable law, the platform is not liable for indirect losses or lost opportunities, and compensation for direct losses shall not exceed the total platform fees you actually paid during the relevant period.

  • Termination by you: You may initiate account closure from the account page; handle your cards and balance before closing.
  • Restrictions by the platform: Where there are prohibited uses, abnormal transactions or failed reviews, the platform may restrict card issuance, top-ups or refunds.
  • After termination: Transaction records and card application information are retained for the periods described in the Privacy Policy.

8. Changes to These Terms, Intellectual Property and Dispute Resolution

Material changes to these Terms will be announced via in-site notification before they take effect, and the effective date at the top of the page will be updated accordingly; continuing to use the service after the changes take effect constitutes acceptance of the updated Terms. The site's brand, logos, page design and written content are owned by the operating entity and may not be copied or republished without written permission.

These Terms are governed by the laws of the Hong Kong Special Administrative Region of the People's Republic of China. Disputes shall first be resolved through friendly negotiation; if negotiation fails, disputes shall be submitted to arbitration at the Hong Kong International Arbitration Centre (HKIAC), with Hong Kong as the seat of arbitration. If you have any questions, you may submit them through the Help Center. For transaction inquiries, please provide the transaction time, the currency and amount, and the last four digits of the card; do not send your full card number or security code.

Account use and merchant-order checks

These terms govern the platform account and card service; merchants have separate product, subscription and refund terms. An available payment tool does not establish purchase eligibility.

01

Personal use

Data, account and purpose must comply with the terms. Do not lend accounts, use another identity or use cards for cash-out or fund routing.

02

Fee confirmation

Check card funds, issuing, funding and withdrawal fees and keep the submission breakdown. Funding adds funds but does not increase read-only segment transaction limits.

03

Order management

Check merchant renewal, cancellation and refund requirements. Freezing or closing cards or returning funds does not cancel subscriptions or resolve existing order disputes.

Termination and dispute evidence

This guidance organizes operational records without changing liability limits, governing law, arbitration provisions or published amounts and deadlines.

01

Check unresolved items

Before closure, review cards, pending authorizations, unsettled spending and refunds. Closure does not erase all records immediately.

02

Organize the dispute facts

Keep the applicable policy version, operation date, currency and amount, orders and ticket replies, and specify the requested correction or check.

03

Follow the written procedure

Communicate through official channels and follow the dispute-resolution terms. A support reply is not a general amendment to written terms.
